Vorbild Adlershof: In Pankow soll ein riesiges Gewerbegebiet entstehen

Berlins nördlichster Bezirk Pankow ist vor allem für sein rasantes Bevölkerungswachstum und die daraus resultierenden Wohnungsbauprojekte wie das Quartier “Pankower Tor”, den Blankenburger Süden, das Ludwig-Hoffmann-Quartier oder Infrastruktur-Projekte wie die Erweiterung des Bahnhofs Blankenburg. Auch Schul- und Verwaltungskapazitäten sollen in den kommenden Jahren massiv ausgebaut werden.

Was bislang eher mühsam vorankommt, ist das Vorhaben, in Pankow ein großes Gewerbezentrum anzusiedeln. Genau das plant der Bezirk allerdings seit geraumer Zeit im Stadtteil Französich Buchholz. Genauer gesagt: Im Norden des Stadtteils.

In Französisch Buchholz stehen 190 Hektar zur Verfügung

Auf einer bislang ungenutzten Fläche zwischen Bucher Straße und Schönerlinder Straße sowie der Autobahn A10 soll dieses Gewerbezentrum entstehen. 190 Hektar stehen dort für die Entwicklung eines solchen Zentrums zur Verfügung. Die direkte Anbindung an die Autobahn macht das Areal für die Ansiedlung von Gewerbeflächen hochattraktiv.

Der Bezirk hat in einer Doppelsitzung der Pankower Ausschüsse für Wirtschaft und Stadtentwicklung kürzlich entschieden, die Durchführung des Projekts nicht in Eigenregie durchzuführen, sondern diese an einen externen Dienstleister und die Senatsverwaltungen für Finanzen, Stadtentwicklung und Wirtschaft abzugeben.

Bezirk gibt Entwicklung des Areals ab

Grund dafür ist die hohe Belastung der bezirkseigenen Ämter durch die bereits eingangs beschriebenen Großprojekte vor dem Hintergrund des weiterhin akuten Personalmangels. Übernehmen soll die Projektentwicklung daher das Unternehmen WISTA Management GmbH.

Das Unternehmen ist in Berlin vor allem für die außerordentlich erfolgreiche Entwicklung des Wissenschafts- und Forschungsstandortes Adlershof bekannt. Ziel der Projektbeteiligten ist es, die Fläche in Buchholz Nord ab 2026 zu vermarkten.

Vermarktung des Gebiets soll 2026 starten

Die Zielgruppe des zukünftigen Gewerbegebiets sollen nicht nur große Unternehmen und globale Konzerne sein, sondern auch die vielen kleinen oder mittelständischen Betriebe, denen es in der Innenstadt zu teuer oder infrastrukturell zu kompliziert geworden ist – Stichwort schleppender Ausbau der A100 im östlichen Stadtgebiet.

Denn freie Flächen in heutigen Gewerbegebieten werden tatsächlich immer teurer und knapper, weshalb viele Firmen ins Umland nach Brandenburg “flüchten”.

Ziel: Schaffung attraktiver Gewerbeflächen innerhalb Berlins

Um diesem Trend entgegenzuwirken, sollen neue Gewerbegebiete innerhalb der Berliner Stadtgrenzen entstehen. Das Entwicklungsgebiet “Buchholz Nord” soll daher quasi als Modellprojekt fungieren und wird somit auch bezirksübergreifend koordiniert und nicht als lokales Projekt behandelt.

Um das Vorhaben tatsächlich zum Erfolg zu führen, wird einzig und allein der Autobahnanschluss aber nicht ausreichen. Auch der Anschluss an das Berliner S-Bahnnetz wird im Rahmen der Projektentwicklung vorangetrieben.

Anschluss an das S-Bahnnetz geplant

Wolfram Kempe, Verkehrsexperte der Pankower Linksfraktion formuliert noch weitere, infrastrukturelle Anforderungen: „Wir brauchen hier nicht nur S-Bahnhöfe, sondern vor allem eine Anbindung für den Güterverkehr.

Es ist also ein ambitioniertes Vorhaben, welches im Berliner Norden in den kommenden Jahren vorangetrieben wird. Ob das Projekt zum Erfolg avanciert, lässt sich heute nur schwer prognostizieren. Wir werden die Entwicklungen aufmerksam verfolgen.

Berlin’s northernmost district of Pankow is best known for its rapid population growth and the resulting residential construction projects such as the “Pankower Tor” neighborhood, the “Blankenburger Süden”, the Ludwig Hoffmann Quarter or infrastructure projects such as the expansion of the Blankenburg train station. School and administrative capacities are also to be massively expanded in the coming years.

However, progress has been rather slow so far in the plan to establish a large commercial area in Pankow. However, this is precisely what the district has been planning for some time in the Französich Buchholz district. More precisely: in the north of the district.

190 HECTARES AVAILABLE IN FRanzösisch BUCHHOLZ

This commercial center is to be built on a previously unused area between Bucher Strasse and Schönerlinder Strasse and the A10 autobahn. 190 hectares are available there for the development of such an area. The direct connection to the autobahn makes the area highly attractive for the establishment of commercial sites.

The district recently decided in a double meeting of the Pankow Committees for Economic Affairs and Urban Development not to carry out the project itself, but to hand it over to an external service provider and the Senate Departments for Finance, Urban Development and Economic Affairs.

DISTRICT HANDS OVER DEVELOPMENT OF THE SITE

The reason for this is the heavy workload of the district’s own offices due to the large-scale projects described at the beginning of this report, against the background of a continuing acute shortage of personnel. The project development is therefore to be taken over by the company WISTA Management GmbH.

The company is known in Berlin above all for the extraordinarily successful development of the Adlershof science and technology location. The aim of those involved in the project is to market the area in Buchholz North from 2026.

MARKETING OF THE AREA TO START IN 2026

The target group of the future commercial area is not only to be large companies and global corporations, but also the many small or medium-sized businesses for which it has become too expensive or too complicated in terms of infrastructure to locate in the city center – cue the sluggish expansion of the A100 in the eastern part of the city.

Free space in today’s industrial parks is becoming increasingly expensive and scarce, which is why many companies are “fleeing” to the surrounding areas in Brandenburg.

GOAL: CREATION OF ATTRACTIVE COMMERCIAL SITES WITHIN BERLIN

To counteract this trend, new commercial areas are to be created within Berlin’s city limits. The “Buchholz Nord” development area is therefore intended to function as a model project, so to speak, and is thus also coordinated across districts and not treated as a local project.

However, the freeway connection alone will not be enough to make the project a success. The connection to the Berlin S-Bahn network is also being promoted as part of the project development.

CONNECTION TO THE URBAN RAIL NETWORK PLANNED

Wolfram Kempe, transportation expert of the Pankow left-wing faction, formulates even further, infrastructural requirements: “We don’t just need S-Bahn stations here, but above all a connection for freight traffic.”

So it’s an ambitious project that will be pushed forward in Berlin’s north in the coming years. Whether the project will be a success is difficult to predict today. We will be following developments closely.
